In today’s Regular Board Meeting, the Board of Directors of Citystate Savings Bank, Inc. approves the following:
A. The appointment of Ms. Maria Consuelo S. Ruffy as First Vice President of Head of Credit Collection & Remedial Group, effective March 3, 2025.
B. The appointment of Ms. Maria Charmaine Q. Ricaforte as Assistant Vice President of Head of Business Process Management Department, effective March 3, 2025.
C. The appointment of Mr. Jose Maria P. Valdes as Senior Assistant Vice President of Head of Project Management and System Development Unit, effective February 26, 2025.

As Commercial SME Lending Division Head/VP at CBS, she previously held key roles at Equicom and BDO (Equi-PCI). She has led credit evaluation, documentation review, compliance monitoring, and special accounts management, overseeing loan restructuring, collections, and legal endorsements. Additionally, she has developed credit policies and procedures to ensure regulatory compliance in lending and risk management.
Ms. Ricaforte is a seasoned IT and business systems professional with over 30 years of experience in system development, quality assurance, and business process management. She has held leadership roles in major financial institutions, including BDO, Metrobank, and Accenture. Currently, as Assistant Vice President and Head of the Systems and Methods Department at Malayan Savings Bank, she focuses on efficiency, risk mitigation, and process optimization.
Mr. Valdes is an IT professional with 45 years of experience in banking and financial technology. Since 2017, he has led the Information Technology Group at Philippine Business Bank (PBB) and previously held key leadership roles, including CIO at ENCASH, Inc. His expertise spans IT infrastructure, software development, banking systems, and telecommunications, driving major system implementations and automation projects.
