We write with respect to an article entitled “Hanggang drawing lang! PAGCOR revokes PH Resorts Clark Casino license, but Dennis Uy still clutching original copy" posted in Bilyonaryo.com on May 15, 2025. The article reported in part that:
“Duterte crony Dennis Uy has yet to surrender the original copy of the license for his stalled Clark casino project—months after the Philippine Amusement and Gaming Corp. (Pagcor) officially revoked it.
Documents obtained by Bilyonaryo show that Uy’s PH Resorts Group revealed the cancellation of the provisional license issued to its subsidiary, Clark Grand Leisure Corp. (CGLC), in 2024.
‘Revocation will be finalized once CGLC surrenders the original copy of the provisional license granted by Pagcor. This is in line with the group’s ongoing reprioritization of projects,’ PH Resorts disclosed. Most of Uy’s ventures have ground to a halt due to severe cash shortages and ballooning debt.

In this regard, Clark Grand Leisure Corp. (“CGLC”), a subsidiary of PH Resorts Group Holdings Inc. (“PHR”), wishes to confirm that CGLC received correspondence from PAGCOR on 19 September 2024 regarding the PAGCOR Board’s approval of the revocation of its Provisional License (“PL”). The PAGCOR also required CGLC to surrender the original signed copy of the PL to finalize the matter.
However, PHR wishes to clarify that the PAGCOR Board's approval for revocation pertains to CGLC’s proposed integrated casino project in Clark Freeport Zone, Pampanga, which is separate from the Provisional License issued to Lapulapu Leisure, Inc. and Lapulapu Land Corp. for its casino project in Mactan, Cebu. Also, please note that CGLC previously sought for the voluntary suspension of its PL from PAGCOR in October 2021 due to lingering uncertainties surrounding the project.
In addition, the voluntary suspension of CGLC’s license does not have any material effect on current financial numbers of PHR considering the CGLC has not begun operations. Thus, PL revocation has little to no impact on PHR’s current business and financial numbers.
