This refers to the request of the Exchange to clarify the news article entitled “URC ordered to repair effects of wastewater spill on Bais Bay, Negros O; DENR quarterbacks relief” posted on Malaya Business Insight (Online Edition) on October 30, 2025, which reported in part that:
  “The Department of Environment and Natural Resources (DENR) declared that that (sic) a ‘science-based, and coordinated action’ is currently underway to address the collapse of a containment lagoon of Universal Robina Corp.’s (URC) Bais Distillery in Negros Oriental, that resulted in the release of molasses wastewater into Bais Bay within the Tañon Strait Protected Seascape.   The action, the agency said in a statement yesterday, include field personnel to conduct on-site inspections, water quality monitoring, and coastal ecosystem assessments in close coordination with the local governments units, URC representatives, and affected communities.   The DENR said an interim cease and desist order and a second notice of violation was issued to URC on October 27 for illegal wastewater discharge, and maintaining a structure without prior Protected Area Management Board (PAMB) clearance.   The agency said these actions complement the Stop Operations Order earlier issued by LGU of Bais and the Stop Tourism Activities in the Manjuyod Sandbar by the LGU of Manjuyod.   . . . .   The agency revealed that initial assessments confirmed that the dike of Lagoon 6 of URC’s settling pond which collapsed, released approximately up to 90 percent of its spent wash content into nearby waters, and resulted in discoloration in North Bais Bay. This poses risks to marine biodiversity, fisheries, and local livelihoods.   . . . .   The URC has reportedly been ordered by the DENR to immediately rehabilitate and repair the damaged lagoon, submit a detailed Environmental Rehabilitation and Restoration Plan with timelines, and commit to providing financial compensation to affected residents.   . . . .   At present, URC’s plant has also stopped operations amid the ongoing cleanup, water sampling, and ecosystem recovery efforts.”  ------------
  URC confirms these news reports. URC has received DENR’s Cease and Desist Order dated 27 October 2025, and Issuance of Notice of Violation which the Company received on 28 October 2025. A technical Conference has proceeded on this matter on 29 October 2025. 
  At present, 127 personnel, supported by 20 Coast Guard members, are engaged in the repair of the collapsed section of the lagoon of Bais Distillery due to earthquake-induced cracks, exacerbated by unexpected continuous heavy rains the past few days. The work is now 60% complete and is projected to be finished by November 4, 2025. The new dike will be reinforced and strengthened with rubber tires and boulders.   Regarding the marine clean-up, we are in close coordination with the Department of Environment and Natural Resources (DENR) and other stakeholder agencies to deploy experts who will help contain the spilled wastewater within a limited area and guide the Company, local and other relevant authorities on how best to foster marine re-growth and recovery.  Meanwhile, URC has temporarily ceased operations of its Bais Distillery as it prioritizes supporting the community. The company has been providing for the needs of the families affected by the spill and will continue to do so until the situation goes back to normal.  |
