Clarification of News Report

We refer to the letter of the PSE dated September 28, 2026 requesting PLDT Inc. (“PLDT”) to clarify and/or confirm information and/or to provide relevant information in relation to the news article entitled “NTC fines DITO, Globe, Smart P100,000 daily over poor mobile broadband services” as posted in GMA News Online on September 26, 2026.

The news article states, in part, that:

“The National Telecommunications Commission (NTC) has issued show cause orders against DITO Telecommunity Corporation (DITO), Globe Telecom, Inc. (Globe), and Smart Communications, Inc. (Smart), imposing a P100,000 daily fine over poor mobile broadband services monitored in September 2026.

In a press release on Saturday, the NTC said the fine will remain in effect until all identified service deficiencies are fully resolved.

‘The NTC has prepared Show Cause Orders against the three mobile network operators imposing a daily penalty of P100,000.00 per day commencing today until the identified service deficiencies have been fully rectified,’ the agency said.

The NTC said its September 2026 speed tests showed no improvement in the mobile internet performance of the three telcos in the National Capital Region (NCR), compared with initial validations conducted during the first and second quarters of the year.

The areas flagged for September revalidation were:
- Smart: Parañaque, Manila, and Pasig

We clarify that, as of this writing, Smart Communications, Inc. (“Smart”), a wholly owned subsidiary of PLDT, has not received the Show Cause Order referred to in the news article.

Accordingly, Smart is not in a position at this time to confirm or comment on the reported penalty, including its terms, applicability or potential impact on the business and operations of Smart.

Upon receipt of the Show Cause Order, Smart will review the same and respond through the appropriate regulatory channels. Should there be any material developments arising from this matter, PLDT will make the necessary disclosures in accordance with applicable regulatory requirements.
